SECA API enters its new phase and launch the first “Call for Comments”

At a time when Europe’s digital sovereignty is under increasing geopolitical and economic pressure, the Sovereign European Cloud API (SECA API) initiative moves into its next decisive phase. As founding cloud providers Aruba, IONOS, and Dynamo have issued a public call to action, the message is clear: now is the time to build a truly open, interoperable cloud standard for Europe.

Interested parties can contribute on the further development of SECA until the middle of September. SECA API is a critical building block for Europe’s digital independence. Already widely covered by media and closely followed by industry stakeholders, the initiative has gained significant momentum across the continent. It serves as a foundational component of the emerging EuroStack, and has the potential to support and complement national efforts such as the Deutschland-Stack, and even re-energize ambitions under IPCEI-CIS.

By offering a modular, open interface for cloud infrastructure, SECA API aims to bring Europe’s fragmented cloud landscape towards a common denominator through real, testable interoperability — not just sovereignty in name.

Just weeks after its public launch, SECA API has now entered its “Participation & Interaction” phase with a formal Call for Comments (RFC) process open to all European cloud providers, software developers and engineers, and infrastructure stakeholders, as well as System Integrators and Business Consultants.

“SECA API is not a solo effort — and it was never meant to be,” wrote Achim Weiß, CEO of IONOS, in his public letter. “Let’s stop trying to compete with hyperscalers on their terms, and start leading on ours. If we don’t build it, someone else will – and it won’t be built on our terms.”

What’s New in Phase 2: Call for Comments & RFC Framework

The launch of the SECA API RFC process gives the entire cloud community — from independent developers to

established providers — the opportunity to shape the API’s future development.

Participants can:

  • Propose features, improvements or extensions via a public GitHub RFC repository
  • Join working groups focused on interoperability, security, and governance
  • Align technical innovation with EU regulations such as the Digital Markets Act, Data Act, and AI Act
  • Contribute SDKs, CLI tools, and test frameworks for shared adoption

This open RFC strategy positions SECA API to become Europe’s first collaboratively developed cloud interface standard, with technical integrity and regulatory readiness baked in from the start.

The SECA API initiative was launched to provide a real alternative to lock-in-heavy, and as a part of the process, an effective legal immunity from interference by extra-European countries that are governed by non-European laws. Built on OpenAPI and aligned with European legal and compliance frameworks, SECA API allows:

  • Seamless interoperability across different providers and platforms
  • Modular deployment (Control Plane + Data Plane)
  • Faster adoption through integration with existing cloud stacks
  • Clear separation of roles, enabling national or regional rollouts

The API is already available – with no licensing costs or proprietary constraints.
